A new project lifecycle for London Heathrow
London Heathrow’s Capital Delivery Division had a legacy of numerous methodologies for project life cycle assurance and governance. Engagement with one of the ‘big four’ consultancies hadn’t worked, so they came to CITI for expert help for a new project lifecycle.

We put together a two-stage process, working closely with the Senior Programme Director. The first stage involved engagement between CITI experts and some representatives from the LHR project management team. This resulted in a number of key outputs:
- A new project lifecycle with seven-stages and clearly differentiated entry and exit gates
- An input/output model linked to the new project lifecycle
- Flexible governance structure showing clear decision points
- Outputs and conclusions of the workshops reviewed by the senior management team on a daily basis
The second stage focused on drilling down into the detail of the seven stage lifecycle developed in stage one. This resulted in a model that was able to function efficiently, flexibly and could be tailored to different initiatives.
CITI’s use of our expert consultants combined with proprietary models facilitated LHR to bring about a significant change in the way it manages its projects. Following our work, London Heathrow now has clarity and consistency of delivery approach with the ability to tailor project assurance regimes. This has resulted in delivery cost reduction and increased safety of investment cases.
